Public Involvement



The project team welcomes public comments at any time during this project. All information/comments will be maintained on file for use during the Study and may be included in project documentation. Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act (FIPPA). With the exception of personal information, all comments will become part of the public record.

Study Commencement- Preliminary Design
Members of the public, Indigenous Communities, municipalities, emergency services, government agencies, interest groups and other relevant stakeholders were notified through a ‘Notice of Study Commencement’ Preliminary Design distributed via Canada Post letter mail and/or electronic mail on November 22, 2023.

Online Public Information Centre
An Online Public Information Centre (PIC) will be held during the Preliminary Design phase to present the study process, identify the preferred plan, existing conditions, anticipated environmental impacts and proposed mitigation and to receive input on the proposed improvements within the study area.

The Notice of Public Information Centre was advertised in the Fergus Wellington Advertiser on March 8, 2024. The Public Information Centre public review period is being held from March 6, 2024 - April 5, 2024.

Study Commencement- Detail Design

Members of the public, Indigenous Communities, municipalities, emergency services, government agencies, interest groups and other relevant stakeholders will be notified through a ‘Notice of Study Commencement’ Detail Design that will be distributed via Canada Post letter mail and/or electronic mail.

Transportation Environmental Study Report
Upon completion of the Preliminary Design, a Transportation Environmental Study Report (TESR) will be prepared detailing the existing conditions, socio-economic environment of the study area, the evaluation of alternatives, identify the preferred plan, summary of design features, potential impacts of the undertakings, and required mitigation measures. The TESR will be made available for a 30-day comment period.

At that time, a ‘Notice of TESR Completion’ will be published in the Fergus Wellington Advertiser, posted on the project website and sent to the project mailing list containing the dates for the comment period. Stakeholders are encouraged to review the TESR and provide comments. The final TESR will be posted on this website and filed with the Minister of Environment, Conservation and Parks for approval once complete. Hard copies of the TESR will be available upon request.

Notice of Proposed Transition – 30-day comment period
A Notice of Proposed Transition was advertised in the Fergus Wellington Advertiser on August 8, 2024 and was distributed to the project contact list via Canada Post letter mail and/or electronic mail on August 8, 2024. The 30-day comment period is from August 8, 2024, to September 9, 2024.

Notice of Transition
A Notice of Transition and Study Commencement was advertised in the Fergus Wellington Advertiser on October 31, 2024 and was distributed to the project contact list via Canada Post letter mail and/or electronic mail on October 31, 2024. This notice was issued to inform of study commencement, and to confirm that this project has transitioned to following the 2024 Class EA. Notice of Completion - Transportation Environmental Study Report
A Notice of Completion was advertised in the Fergus Wellington Advertiser on January 23, 2025 and was distributed to the project contact list via electronic mail on January 20, 2025. The Notice of Completion can be found here.

In accordance with the requirements of a Group 'B' project under MTO's Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways, 2024 (Class EA), a Transportation Environmental Study Report (TESR) is now available for public comment from January 22, 2025 to February 21, 2025. A copy of the TESR can be viewed here. Stakeholders are encouraged to review the TESR and provide comments. the final TESR will be filed with the Minister of Environment, Conservation and Parks for approval. Hard copies of the TESR are available upon request.
